After all, he is already responsible for transfers so having qualifications or experience doesn't seem to be a relevant factor.

Unless Pellegrini is used to working with sod all money and fighting relegation scraps whilst trying to build a team he's just a lazy name thrown out to try and appease the fans.
Smacks of an Uncle Avram type appointment.
Where we are, we should be looking at the likes of Marco SIlva or Eddie Howe, not looking for a "name".
Start being realistic and plan accordingly.

Get rid of Westly, get a coaching team that play the same brand of football throughout all the teams.. Appoint a manager who is progressive and dynamic.

Sullivan and Gold are 2 dinosaurs so out of touch with the modern game.
Sullivan's transfer policy clearly shows that
They have no coherent plan
Big it up and settle for mediocrity.....that's their mantra
They think Moyes is still the manager from 10 years ago at Everton.
We need a complete clear out of training staff and start again with a director of football that has the vision for us.
